Decision-making process by multi-criteria hierarchical analysis for the appraisal of entrepreneurial projects

Abstract

This research aims to develop a design for the selection of entrepreneurship projects using a multi-criteria decision method. The Design Science Research (DSR) approach is used through the Analytic Hierarchy Process (AHP) as a methodology applied to entrepreneurship projects in accounting. The results obtained correspond to the hierarchical multi-criteria design, the application of which has allowed the establishment of a ranking of the best entrepreneurial projects analyzed. The work systematizes the decision-making process by proposing a structure of criteria and sub-criteria that applies David McClelland's characteristics of entrepreneurial success and the stages to be followed for the evaluation of projects, avoiding decision-making processes that rely on intuition or that oversimplify the variables to be considered. The relevance and originality of the work focuses on the study of the decision-making process in a relatively unstudied area such as entrepreneurship, considering the greater organizational complexity. This work enables the optimization of the decision-making process in the entities and bodies responsible for evaluating and granting funding to this type of project.

Pedro Solana-González, University of Cantabria

Degree in Computer Science from the Polytechnic University of Catalonia (UPC), holds a Master in Applied Mathematics and Computer Science and a PhD in Industrial Engineering from the University of Cantabria (UC).
Associate Professor of Business Administration & IT at UC. Member of the R&D Group of Application of Information Technologies for Competitiveness and Innovation, develops its activity in teaching and research in the fields of information systems, knowledge management, project management, information security and IT governance improving business management.
I have collaborated in various postgraduate programs both at the Polytechnic University of Valencia (UPV) and UC, such as in the Master's Degree in Hotel and Tourism Business Management, Innovation Management Expert and, Universitary Master in Business and Information Technologies at UC.
In last years, I have participated and directed as responsible researcher, over 20 R&D projects financed by public bodies - InnoPro Project (Erasmus+ KA2, European Commison), ECO Project (CIP, European Commision), Interministerial Commission for Science and Technology (CICYT), Ministry of Industry Tourism and Sport of the Government of Cantabria - and industrial companies - Santander Shipyards, Nuclenor, Solvay Chemicals - accumulating more than 15 years of experience in project management.
I have participated in various conferences -XVIII Foro FECIES, NODOS, CONTECSI, CICID, INCETID, CUICIID 2017, Emoocs 2017, In-Red 2016, InterTIC, IBIMA, EMCIS, ICAI, ACEDE, AEDEM, SOCOTE - member of scientific committees of international conferences and reviewer in journals like Future Generation Computer Systems or Total Quality Management & Business Excellence; I have published several book chapters - IGI Global, InTech Open Science, Gestisa, Egregius and Aula Magna - McGraw-Hill - and articles in national and international journals - RESU, BJD, QHE, REEN, GESTO, RACE, JISTEM, IT&P, RG&T, PG&C, E-I, RISTI, IC, EM, IJHCITP, IJTM, EPI, JKDE, BEE - on IT and Management -.

Doutor pela Universidade de Gestão Empresarial de Deusto, Espanha (Bolsista CAPES), Mestrado em Administração (UFRGS), Pós-Doutorado na Polytechnic Echeverria Cuba e Universidade de Oldenburg Alemanha, Coordenador I Workshop Ibero-Americano de Governança Empresarial em Tecnologia da Informação - GETI-2015 (Support CNPq Universal/CAPES/DGPU) no qual participaram mais de 2 dúzias de alunos de mestrado e doutorado, pesquisadores e professores. Ele realizou outros projetos internacionais com o apoio da FAPERGS, CYTED (Cuba/Alemanha/Espanha), Fundação Carolina (Espanha) e diretamente com a Universidade de Cantábria (Programa Internacional de Recrutamento de Talentos). Trabalho em Avaliações Institucionais, Cursos de Educação Superior e EAD MEC/Inep Sinaes desde 2002. Atuação em Programas de Pós-graduação com disciplinas relacionadas a Sistemas de Informação e Apoio à Decisão, Metodologia de Pesquisa, Governança Estratégica da Informação, Governança das Organizações Públicas e Governança de Riscos de TI. Graduação em administração de empresas pela Universidade Federal de Santa Maria (2011), MBA em Administração e Finanças pela Uninter (2012), Especialização em Gestão Pública pela Universidade Estadual do Rio Grande do Sul (2016) e Mestrado em Gestão de Organizações Públicas pela Universidade Federal de Santa Maria (2019).
