This research aims to identify components of strategic behavior in micro and small technology-based companies. The objective is justified by the fact that such companies have inherent resource limitations to the size and, therefore, strategic theories should be elaborated to help these enterprises overcome such restrictions. A survey was carried out in the state of Sao Paulo, having, as a sample 104 micro and small technology-based companies. The results were analyzed based on multivariate statistical techniques and indicated that most companies operate in sectors with high levels of dynamism and uncertainty, and present strategic behavior based on the development of competitive and innovation strategies, R&D investments, and development of R&D departments.
